BARACK OBAMA: THE UNITED STATES WILL DEVELOP A MISSILE DEFENSE SYSTEM REGARDLESS OF THE START TREATY
08.02.2011 18:14
WASHINGTON, Feb. 3 - RIA Novosti. Deployment and modernisation by the United States of a missile defense system does not call into question the effectiveness and viability of the START treaty and is not a reason for withdrawal of Russia from the agreement, say a letter from Barack Obama to the U.S. Senate.
" United States believe that these systems (ABM) do not and will not threaten the strategic balance with Russia. Consequently, the United States can not limit the sovereign rights of the Russian Federation, according to the third paragraph of chapter 14 of the START treaty. The U.S. believe that the continued improvement and the deployment of United States ABM is not a ground for questions about the effectiveness and viability of the START treaty, and will not be grounds to justify withdrawal of the Russian Federation from the agreements , "- he said in a letter to the Senators on Wednesday night.
Earlier during the day Obama signed the agreement on ratification of START.
The U.S. Senate when it ratified the agreement in December 2010 adopted a resolution which requires the U.S. administration's claim that there is no linkage of START and ABM. His letter notified lawmakers on the signing the contract, and formally complied with the lawmakers.
